I bought apple watch Series 3 for my father and his phone is I phone 6. Phone says I need to update to latest version for us to be able to pair the watch. According to my research, watch series 3 requires at least iphone 6 with ios11.

If the watch is new then it has watchos6 and this requires a phone with ios 13 or higher,your iphone 6 will only update to ios 12.
Unless you can get a phone with ios 13 on it then I'm afraid not.The cheapest option that would work is an iphone 6s.You can return the watch within 14 days for a refund.
Yes you have 14 days in which to return it,make sure you have your receipt.
