Error occurred during iMessage activation on iPad

I’m trying to activate iMessage on my iPad. When I go to settings, then messages, my Apple ID shows but I cannot press sign in because it is not highlighted. When I use return on the keyboard to submit the request I get the message “An error occurred during iMessage activation”. I’m connected to WIFI and also verified my Apple ID. What am I doing wrong?
