My iPad setting icon continues to show a iOS software update available after installing iOS 13.3. Does anyone else have this issue or know a way to reset it? I’ve tried closing the setting app, restarting and doing a hard reset.

Try resetting iPad's settings in Settings > General > Reset > Reset All Settings. Be certain you do not select Erase All Content and Settings as this will erase all of your information. It is a good idea to perform a backup of your iPad prior to resetting its settings.

Does Settings explicitly say you have an update available? The 1 badge on Settings can also indicate that you either need setup Siri, Apple Pay, etc. These will be listed when you first open Settings.
Is iPadOS 13.3 actually installed on your iPad Mini 4?
13.3 shows as installed in settings
there is no notification bubble inside the settings app
