Preview in Catalina will not print notations in a PDF

I am trying to print a PDF from Preview which has many notations added with Preview markup. The notations will not print, even though they show up on screen. I have tried many work arounds:

1. Export the notated PDF as a PDF from Preview and then try to print the exported PDF. Again, the notations will not print.
2. Use a different PDF reader to print (Adobe PDF Reader). Again, same result. Adobe PDF Reader will show the notations on screen, but will not print the notations.

The one workaround that did (partially) work was to download the PDF to my iPad through iCloud and print it from the iPad. This does show the notations, but only in B&W, not color (my notations were colored to make them standout). I did click the color option in iPad print and turned off Print B&W option, but notations won't print in color.
