Why does Apple Watch glass replacement program not cover the stainless steel/sapphire Series 2?

My stainless Series 2 has the single crack that goes all the way around the border of the glass. Why would Apple leave the more expensive watch, with supposedly stronger glass out of the program? Seems backwards.

Because the Stainless Steel model has a sapphire crystal which is different than the ion X glass on the aluminum Watch. You can make a Genius Bar appointment and have Apple Store employees look at it but it sounds like it hit something or something hit it.
