I purchased ipad 7th on Dec 03, 2019, Silver Color ipad 7th Genration. Can i return this ipad and change the black color ipad. can u tell me the procedure and cost?

If you purchased this iPad from Apple, you have 14 days from the date of purchase to return for any reason.
You should be able to simply exchange your current silver iPad for the space gray model, instead.

Any additional cost for replacement within the 14 days they asked?
apple stores didn’t send the bill to me eventhough i put my email id in that device why still now that bill is not recived for me
There should be no additional cost. You have a 14-day return period. You are still within 14 days. Go to the Apple Store where you bought the device, also bring your reciept / proof of purchase and they should give you a full refund. Then you can use this refund to get the same iPad in a different color.
I would do it today, your return period ends on the 17th of December.
Just go the Apple Store in the Dubai mall and see if they will refund your iPad without a receipt.
The model and serial number are on the box, so Apple knows this iPad was recently sold.

Try to refund it without your reciept. Every Apple Store will give you a reciept, either printed or they send it to your per mail. They may ask for it though.
