Why is my iPhone update stuck on “update requested”

I have been trying to update my iPhone for the past month. And for the past month, it has stayed on “update requested.” I have turned it off and back on several times, it is always fully charged, and is always connected to WiFi. I have even gone through and deleted and cleared off so much storage on my iPhone, but it still doesn’t do anything. How can I fix it??
