How do I upgrade my Ipad mini 2 IOS from 9.3.6 to 10 ?

You cannot. If your iPad mini currently has 9.3.6, you have the iPad mini 1st gen WiFi + Cellular which cannot be upgraded any further, hardware won't support it.
iPad mini 2 never got 9.3.6.
