Within one iCloud account I have multiple devices. Are all the settings the same for each device within that one account? Or can I set different settings per device under the same iCloud account?

You can set different settings on each device. For example you can turn on iCloud Photos on some devices but not on others. iCloud Photos will only sync to and from the devices where that option is turned on.
