Library management while offline

I will be on a plane for many, many hours soon, and I had an idea: I could do a good cleanup of my Photos.app library! I currently have it set to "Download Originals to this Mac". Will any changes I make while offline (editing of photos; deletion of photos and videos) by synchronized back to iCloud properly, once I get back to wifi with my Mac?
