how do I get the restrictions password or my screen time

If you don't know what it is, you can't get it. Important passcode's like this need to be written down in a safe place for future recall.
If you don't know it, you will have to erase the iPhone and you can't restore from backup as the backup contains the passcode requirement. You'll be able to re-download apps and if you store photos in the cloud, your photos etc. If you don't backup, your data will be gone.
