Enabling settings and stopping apps from quitting

i originally had a problem on my iphone 6s where all of my apps where automatically updating which meant when i wasn't on wifi i could not use them because they had to be 're-downloaded' . So i went into settings > itunes & app store > but all of the tabs (including updates which would enable me to turn automatic updates off) are frozen and i can't click on them.

on top of this some of my apps (most snapchat) quit as soon as i click on them which means i csnt use them at al. I think this might be an issue to do with storage.

Please help :) because i can't use my phone.
