storage management IPhone 4s

i cant use my email now as i keep getting message saying storage near full...Supposedly my photos and videos are stored in the ICloud, but before i delete them from phone to free up space i'd like to directly transfer them from my phone to my tablet or desktop..cant seem to get that accomplished. any suggestions?
