i cant use my email now as i keep getting message saying storage near full...Supposedly my photos and videos are stored in the ICloud, but before i delete them from phone to free up space i'd like to directly transfer them from my phone to my tablet or desktop..cant seem to get that accomplished. any suggestions?

If you delete Photos/Videos from iPhone it is gone from iCloud Photos too.
Upload to Cloud Drives (iCloud Drive, Google Drive, OneDrive, DropBox, Flickr, box, AmazonDrive, Adobe Creative Cloud etc)
