If I'm understanding you right, your AirPods Pro are not connecting to your iPhone. Also, you're seeing a flashing orange/amber light. I know how troubling it can be to have problems with a device that is so new. I'm happy to provide you with some steps and information to help you resolve what's happening.
When your AirPods are in the case and there is a flashing amber light, it can indicate that your AirPods aren't connected to each other. Are both of the AirPods the AirPods Pro model, or is one a different generation AirPod? If you're using two different generations of AirPods, they would not work together. You would need to have a matching pair. Next, make sure your iPhone has the latest version of iOS: Update your iPhone, iPad, or iPod touch. After that, put both AirPods in the case, and then press and hold the setup button on the back of the case for up to 15 seconds until the LED flashes white. Try pairing them with your iPhone again.
If the issue persists, it's possible those AirPods might have different firmware versions. To rectify this, put your AirPods in the case and then close the lid and leave it untouched and plugged in to charge for about 20 minutes. This should allow a firmware transfer between the AirPods. After that, hold the set-up button again for up to 15 seconds until the LED flashes white, and then try pairing.
If both AirPods are AirPods Pro and you continue to experience the same issue with the amber light, remove one of the AirPods from the case and check to see if you still have a flashing amber light when there is only one AirPod in the case. Test this with both AirPods one at a time and respond back letting me know what the results are.
