I lost my iPad this Friday. I believe it was stolen. I wanted to locate it with the Find My iPhone app but it’s marked as “off”. Is there anyway to turn it on from another device, or can apple manually turn it on for me with the serial number and model number? I wish to locate my iPad. I’m hoping it wasn’t stolen, but Friday night I was robbed and I believe they might have stolen it as well.

Unfortunately No. There is no way to remotely turn on a device. If its off, its completely disconnected from the outside world. Short of black magic there's no way to access a device that is off. Even Apple can't do it.

Find My should have already been active on the iPad.
