No. Apple does not want that at all. You do not need an Apple Music subscription ($14.99 for family) to share purchased music.

If your wife purchased music from iTunes, follow the directions in the article Phil linked to above.
If your wife downloaded music from Apple Music, then yes, you'll need to pay for the Family subscription.
Thanks Phil... I went through the setup directions multiple times. On about the 4th attempt, my wife finally showed up in my Family Purchased. The instructions read like we had to use the same Apple ID. In the process of figuring out that was not correct, and the associated logging out and back in to my Apple ID, somehow the link was made. Thanks again.
