Unable to rename/change settings for AirPods

Purchased a pair of AirPods (A2032) and am unable to rename them or change settings on my iPhone Xs or iPad Air while connected and listening to music. I’ve tried resetting both devices after connection, disconnecting and forgetting device, etc. to no avail.

iOS on iPhone is 13.3. iOS on iPad is 12.4.3.

Hello,

See this:

Place the connected AirPods in your ears
Go to Settings > Bluetooth and select the circled “i” next to your AirPods
Change the name or anything else on the screen
For more detail: Adjust the settings of your AirPods

Tried these steps exactly no less than 15 times. The only options I see when selecting the 'i' are Disconnect and Forget Device.
