Try a forced reset;

To force reset your Apple Watch, press and hold both the side button and Digital Crown for at least 10 seconds, then release both buttons when you see the Apple logo.

Sweep up on your watch face to Control Panel and see if Airplane or Theater Mode is on by accident.

I still can’t shut it down. When I press and hold the button, Seri comes on.

If Siri comes on that means you are holding in the crown and not the side button.
