iOS 11 is not available anymore for any iPad.
Depending on your model of iPad is what you can update to.
If your iPad is a model that supported iOS 11 when it was available, then it supports iOS 12 too and maybe even iOS 13. You can update to whatever is available through Settings->General->Software Update.
If you have a model that is stuck in iOS 10.3.3 or 10.3.4 and no update is offered in Software Update, then you have an iPad 4, and it cannot be updated beyond iOS 10.3.3/10.3.4
