I cannot get the new system.
I am running OS 12.4 and set for automatic uploads.
The new system does not show as an option and it is not automatically upgrading.

Eureka. I found it.
I has a profile as a iOS 12 Beta participant. Did not even realize it was placed there when I agreed to participate. I deleted that profile and updated to iPadOS with no problem.
Thanks for assistance. It was a unique problem. I would have preferred that Apple had done the Exit from the 12 Beta program and allowed the iPadOS update to occur seamlessly.

You have not told us your iPad model and vintage.
Numerous iPads cannot run any iOS version beyond 12.X. Among them:
Some reports have been seen that automatic updates are not occurring - but if you disable auto-update, it is possible to update to iPadOS13.x manually.
Apple does not do that, you have to proceed to a non beta yourself.
I cut off. Automatic Updates and rebooted.
I still get the message - iOS 12.4, Your software is up to date.
So, I can’t do a manual update. Or is there another way to search for updates?
I may May have to take it in to Apple Store for help from a Genius?

It is an iPad Pro 12.9 “ 256 GB.
My understanding is that all Pros can run the iPad OS.

Don't worry, every iPad Pro is capable of supporting / running iPadOS 13.
