ipod touch can't be activated

Ipod touch saying it could not be activated, tried connecting to itunes and get the message We're sorry we are unable to continue with your activation at this time. Activation could not be completed. Please restore ipod touch and install latest version of IOS and attempt actvation again. If problem persists please contact customer service.
