iPhone not accepting CORRECT passcode

I turned off my phone (iPhone X) for a little bit and when I turned it back on, it did not accept my correct passcode, which I'm 100% sure of. I did not update the phone or anything in the meantime. And I unlocked my phone with the passcode the same day and it worked. Issue happened after restarting the phone.

I was abroad in a foreign country with no cellular network when this happened.

Now phone is disabled for 1 hour, due to attempts.

Anyone encountered with this before? Any way to make it work without a restore?
