I have 100$ on my apple account I thought I could use it to purchase things off the internet. But can’t . Can I? And if now cN I get it transferred back the my card?

You can only purchase from the App Store/iTunes. contact iTunes Support to see if they can/will transfer the funds for you. Either use the form or scroll to the bottom of the page in the 2nd link. Follow through the screens to get a chat or telephone option.
