iPad:

Settings > [your name] > iCloud > Photos

Macintosh:

Choose the Apple Menu  > System Preferences > Apple ID > iCloud > Photos

What is your iPad’s exact model number and what version of the system software is it running?

iCloud Photo Library will update whenever both devices are connected to power and Wi-Fi. Most likely this will resolve itself overnight.
