If it says you have the latest means you have an iPad 2nd generation and not iPad 4th generation as in your profile.
If you do have an iPad 2nd gen., then you cannot update past iOS 9.3.5.
To really determine which iPad generation you have, tell us what you see in
Settings > General > About > Model > tap here to see the number starting with A????
