No. Watch paired only with a compatible iPhone.
If you have a GPS + Cellular Watch, then iPhone need not be around.
No the Bluetooth connection is through your iPhone.

I also have a GPS + cellular watch and while driving without my iPhone, I can still make calls or use Turn by turn directions.
