Error indicating i have added the maximum 0 cards for apple pay

Trying to add a card to apple pay, currently there aren't any loaded, and I get the error that i've reached the max of 0 cards.

I have already one credit card in the wallet. When trying to setup a Apple Cash, it showed " Apple Pay services are currently unavailable. Please try again later", in the last 4-5 days. Try force rebooting your phone and then try signing out of your Apple ID and back in.
