It means your phone was hacked to unlock it for use with other carriers.

You need to contact the carrier the phone is locked to for help.

If you're not sure who that is, contact Apple for help.

There are a lot of phishing scams and the like going around nowadays. I've come across a lot of them (mostly being phone calls). So, if this were me, and it turns up being a hacked phone, I would: turn it in to local authorities; inform them of the seller; and proceed from there as necessary.

So, you may want to consider the same.
