How can I transfer purchased music from windows 10 to iPad and iPhone without paying more for the album?

See Sync your iPhone, iPad, or iPod using your computer - Apple Support. Normally purchased content would show on the device anyway, with cloud links if it hasn't been added to the device. See Hide and unhide music, movies, TV shows, audiobooks, and books - Apple Support in case you've inadvertently hidden anything.
