Apple ID

I have two questions and concerns for my iPhone.

First, someone has been trying to log into whatever device using my Apple ID and i’ve changed my password multiple times and I keep getting the notification. Is there anything else to be done by this?

Second, maybe it’s the same person but they made a purchase using my Apple ID and since i had to get new cards from my bank, it will not allow me to do apple pay on my iPhone claiming my account has been disabled. How can I add the cards to my apple pay?

For the first question, You can also add 2 Factor Authentication to your account for more security. If the attempts continue, you might want to consider a name change.

Any Recent Sales, Give Aways, or Trades?

Have you recently sold or given away any of your Apple devices? If so, and you did not erase it or unpair it from your Apple ID, then that may be why this info is being accessed. Your Apple Account Credentials are most likely on that device.
