Account disabled in App Store

What can I do to unlock my account. I had my pack with my phone and wallet stolen recently and had to claim fraud on some purchases, but now with my new phone , it’s saying my account is locked

iPhone XS, iOS 13

According to: If you see a message that says 'Your account has been disabled in the App Store and iTunes' - Apple Support

"When you see the message, don't try to edit any of your account information. Instead, contact Apple Support for help."
