iPad mini 1 not allowing terms and services

My father in law is now in dialysis and we wanted to give him our old iPad mini 1 (original model) but I can’t seem to get the T&C to actually come up. It just gets stuck on the screen and never actually loads. I know apple stopped support years ago but I was hoping you guys could assist enough to just get him prime video loaded so he can watch his miniseries (the pacific - he’s a Vietnam vet) and try to pass the time while he’s in dialysis. I know it’s a long shot but he doesn’t have long (terminal unfortunately) so we don’t want to spend a lot on a newer one for him when he can use this one if possible.

initially I thought I was getting stuck because my internet was just the hotspot from my iPhone 11pro but I have full cell and WiFi signal now and it’s still stuck

It is also worth noting that iPad mini (1st generation) is a nearly decade old device and is not compatible with 99% of the software available on the App Store.

I tried. I have tried resetting it and everything else and nothing worked. I am just going to have to find him another one. I was hoping since the amazon prime video app actually worked to click get inlike Netflix and others which is fine because amazon was the one I needed to get the most. Just sucks that it’s basically a paperweight now. ☹️
