I delete everything on my iPhone and it still says like 53GB out of 64GB used ... I’m not understanding why it keeps doing this . And it’s very frustrating. I’ve been having to reset and wipe out my phone completely if I want the storage to go down .

Yes, I saw that and it's quite significant.
Look at your notes app, it's over 43 GB! How many notes do you have and what's in there? Try deleting some notes first.
