A Mac Pro 2010 can install Mojave if it has a Metal capable graphics card.

Install macOS 10.14 Mojave on Mac Pro (Mid 2010) and Mac Pro (Mid 2012) – Apple Support

But it cannot upgrade to Catalina only Mac Pros from 2013 (Trash Can) and newer can install it.
