stuck on 'setting up your apple id'

Trying to transfer data from old phone to new phone and its been stuck at "setting up your apple id" on the new phone and "finish on new iphone , keep this iphone near your new iphone while your information is transferred" for over an hour. What do I do?

Some people have had to let it run overnight to get it to complete. You can try restarting both phones, but that restarts the transfer process.
