iMac is not rebooting, and won't finish restore

....what does the Flashing Folder with a ? on it mean? How do I get past it?

Got a used 2015 iMac- I am having this major issue with the flashing folder with exclamation point I have troubleshooted this already a lot. I waited on hold for 45min for apple to at least attempt to help me- no response. I've looked at about 5-6 different tutorials about trying to solve this issue. I think there is no operating system on it. I went into Disk Utility and tried everything..... erased the SSD and HDD as well as trying to do a factory reset- all of which haven't worked. How can I get this computer back to a base level and first and foremost have an actual operating system on it.

A folder with a question mark means that the selected startup disk isn't available or doesn't contain a Mac operating system. Learn how to resolve a flashing question mark.
