Does iCloud backup include iOS shortcuts?

do iPhone and iPad iCloud backups include content from the Shortcuts app?

if not, what is the best way to automatically back up a d restore them?

Welcome to the Apple Support Communities! It sounds like your question deals with the items included in an iCloud backup. I'd be glad to help you get the info you need.

App data is one of the items that gets backed up by iCloud, but you can set specific items to either back up or not, so if you have iCloud Backup turned on, let's make sure Shortcuts is included in the items getting backed up regularly. Go to Settings > [Your Name] > iCloud and scroll down to Shortcuts to ensure that the switch is in the green. You can see everything that iCloud backs up in What does iCloud back up?.
