my Contacts didn’t transfer fully when I got my new phone, how can I get them?

If you were syncing Contacts with iCloud, try going to iCloud.com/Contacts using a computer browser to see if the contacts are there. If they are, try Settings/Your Name/iCloud and slide off Contacts syncing. Wait a few minutes and then slide syncing on. Allow time for syncing to occur.
Last resort - have you tried signing out of iCloud and then sign back in?
If the contacts aren't there go to iCloud.com/Account Settings, look under Advanced, and choose Restore contacts.

If you weren't syncing Contacts with iCloud, do you have a backup you can restore from? Restoring from a backup erases all data currently on your device. Any data newer than when the backup was made will be erased. A restore is an all or nothing restore. You can't access a backup and only restore certain files.
