Cannot create Apple ID without payment plan aka "None" selection

I want to download and use facebook and messenger from App Store but it keeps redirecting to reviewing page. When I select "None" payment plan it says For assistance contact Itunes Support at www.apple.com/support/itunes/ww/

PS: I am 15 years old and I don't have Payment VISA Cards.

Please Help
