text message does not work after latest upgrade to 13.3

My NEW iPad (7th generation) Wi-Fi text messaging stop working immediately after I upgraded to iPadOS 13.3. before I upgraded to the new iOS this IPad was working fine.

Please, need help ASAP.

I already in settings went to iMessage - send&receive and set-up exactly like on my older IPad 4 that has old operating system and working fine.
