Missing “on my Mac” contacts after moving to iCloud Contacts management.
After signing in to iCloud as my primary account, all of my contacts under “On My Mac” have disappeared. Where did they go? (I have my iCloud contacts)

Safe Boot from the HD, (holding Shift key down at startup), does the problem occur in Safe Mode?
Safe mode attempts to repair Disks & clears lots of caches, so if Safe Mode works try again in regular boot.
To find out if it's system wide or user specific, try this...
Open System Preferences>Users & Groups, unlock the lock, click on the little plus icon, make a new admin account, log out & into the new account.
Does it work in the new account?

Are you clicking on "All On My Mac" under "On My Mac"?
The “on my Mac” folder/category is not there after making the transition to iCloud management of contacts. Turning off Contacts in iCloud does not return the “on my Mac” category.
