Opening "Preview" - Don't want to see a "Finder" window

Is there a way to change Preview in OS Catalina so that it does NOT automatically open a "Finder" window

MacBook Pro with Touch Bar

Open System Preferences > Apple ID > iCloud Drive - Options… uncheck Preview.
