The gear on my Bluetooth keeps spinning because it cannot discover my Bluetooth devices for some reason. I’ve already turned off my phone several times and turn it back on again.

That will continue until you have put a device into discovery/pairing mode to be able to be discovered by the iPhone. What are you trying to connect? Have you made sure that it is powered on and in discovery mode?
