Thanks for coming to Apple Support Communities for help with your iPhone. It sounds like you have noticed a slow down when browsing the internet and playing videos after installing iOS 13.
Are you running the latest iOS version 13.3? If not, please make a backup and update.

After updating, go ahead and use your device for awhile and see if the issues have been resolved.
Have you checked the Maximum Capacity percentage in Settings > Battery > Battery Health? That can also cause performance issues. Have a look at this article: iPhone Battery and Performance.
