No. There is no global or universal service to check the IMEI number for any device. The sites claiming to do so are lying since the carriers and manufacturers do not provide that data to any single service or site.
In the USA you can check against the carrier’s trade group service site, but that is only for USA carriers and it will only list the IMEI’s of devices formally reported as lost or stolen to their carrier by the device owners. - https://stolenphonechecker.org/spc/
