In choosing an email address for setting up an iCloud email account can I use the same account existing name that I use for my Apple mail

Yes if you create an email account using some mail services like gmail , yahoo etc https://support.google.com/mail/answer/56256?hl=en
And create an Apple ID https://support.apple.com/en-in/guide/mac-help/mh35903/10.14/mac/10.14 with exactly same gmail address and password , you can sign in with Apple ID and password in system preferences - iCloud https://support.apple.com/en-in/HT204053
