Delete apps
I just updated my iPad to the latest software and I still can’t delete apps. If I press and hold on an app, it just says rearrange home screen but still won’t let me remove any.

Does your iPad have any restrictions set or any configuration profiles installed?
Settings > General > Profiles
If you do not see a Profiles pane in Settings then your device does not have any profiles installed.
Settings > Screen Time > Restrictions
Do you also use Family Sharing?
