iTunes Store funds

I entered a gift card I got a day ago and it has not worked. it says in my account that I have $31.29. I am trying to buy zoey 101 full set that is $29.99. The iTunes Store keeps telling me I have insufficient funds, even though I have $31.

That item is taxed in your area. You need to put in more credit or a different payment method.
