How do I turn my photos horizontal for better viewing in larger format?

Are you able to rotate orientation on your phone for things other than photos? If you cannot, open control center (if on iOS 13) by swiping down from the top right hand top of your iPhone and tap the icon with a lock in it to permit screen rotation.
