Apple watch cellular activating
i have just connected my apple watch to my optus plan and it says it’s been ‘activating’ for half an hour should it take this long? If not what can i do to fix it?

Sorry I don't understand.
You first post says you want to activate your Watch, now you said you don't have an Watch.
And you want to restore your iPhone?
You can restore using computer iTunes, read here: If you can't back up to iCloud or restore from iCloud backup failed – Apple Support
If you have an Watch GPS + Cellular model, give Optus a call.
You should be able to number share with your iPhone.
